Monument rules in plain English

  • These operating by-laws (revised January 2022) apply to all cemeteries run by Catholic Cemeteries & Funeral Services - Archdiocese of Toronto.
  • No marker may be placed without the cemetery's written permission. The rights holder must sign a request at the Cemetery Office, and the design, symbols, material and inscription must be approved.
  • Every marker must include a cross in its design.
  • Only one upright monument is allowed per lot. A single grave may have only one flat marker, set flush with the ground in its assigned spot; book markers are not allowed.
  • Bronze flat marker maximums: infant grave 18 x 9 in; child or cremation grave 22 x 10 in; adult grave 24 x 14 in; two graves side by side 44 x 14 in; three or more graves 56 x 16 in. A single grave marker must be at least 18 x 9 in.
  • Bronze markers sit on a 4 in concrete base the same size as the marker, or on a 4 in granite base extending 2 in past the marker on all sides. Cemetery staff do all installations. Bronze markers are accepted April 15 to November 30 and must be delivered in person.
  • Granite flat markers are allowed only where the certificate's memorialization rights say so. They must be exactly 4 in thick, smooth on all surfaces, and up to 18 x 9 in (infant), 22 x 10 in (child or cremation), 24 x 14 in (adult) or 44 x 14 in (two graves).
  • Maximum upright monument sizes (die width x height / base width x depth / overall height): single lot 18 x 24 in / 24 x 14 in / 30 in; double lot 42 x 42 in / 48 x 18 in / 48 in; triple lot 54 x 46 in / 60 x 18 in / 54 in; quadruple lot 72 x 50 in / 78 x 18 in / 60 in; quintuple lot 96 x 58 in / 102 x 18 in / 70 in.
  • The die must be at least 8 in thick: 10 in if the monument is over 3 ft 6 in tall including base, and 12 in if over 5 ft. Monuments must be at least 30 in tall including the base, and the die plus base may not exceed 5 ft. The quintuple lot table allows 5 ft 10 in overall, which conflicts with that limit.
  • Bases must be at least 6 in high (8, 10 or 12 in for monuments over 1,300, 2,600 or 5,200 lbs), 24 in long and 14 in deep. They need a 3 in border around the die (2 in for pillow monuments), and the bottom 4 in must be rock-pitched. High bases are discouraged.
  • All monuments, bases, dies and statues must be granite. Marble is allowed only on surfaces not exposed to the weather. No uncovered vertical joints; small dies must be doweled.
  • Concrete foundations are required, built by the cemetery at the rights holder's expense to the exact size of the base and at least 4 ft deep. They are installed only May 15 to November 30. No monument may go over a grave that has already had an interment.
  • Freestanding crosses must be at least 8 in thick up to 3 ft 6 in tall, plus 1 in for each extra foot. The shaft must be at least 8 in wide at the bottom, and the arms at least 6 in wide.
  • One footstone (max 12 x 20 in) per grave is allowed only on monument lots bought before 1985. A 24 x 12 in bronze temporary marker may stay for 60 days after burial.
  • No vases, vigil lamps or floral containers may be attached to monuments, and no lead lettering. No paint except in incised lettering and carving backgrounds. Inscriptions go on the front only. No dealer or quarry names or logos.
  • Photos must be oval porcelain, at most 10 cm high x 8 cm wide (about 4 x 3 in), in an uncovered bronze frame no larger than 10 x 12 cm. Only cemetery staff install them.
  • Shared monument lots use a monument owned and inscribed by the cemetery (inscription rights are bought). No extra markers or footstones are allowed there.
  • Only the cemetery may inscribe crypt and niche fronts or lawn crypts. Vases, pictures and frames must be approved types installed by cemetery staff.
  • Wreath saddles may stay on upright monuments year round (not on shared monuments). Flowerbeds are annuals only, within 1 ft in front of the monument. No curbing around graves.
  • All memorial work needs a written permit, with a detailed plan and lot plan. Contractors need WSIB coverage and $2,000,000 liability insurance, may work only Monday to Friday 8:30 a.m. to 4:00 p.m., and must stop at the office for final inspection before installing.
  • Always confirm with the cemetery office before ordering.
