Monument rules in plain English

  • These are Arbor Memorial's shared Ontario Cemetery By-laws (CE0012-ONTARIO rev. 02/19, effective November 2017). They do not say which gardens at this cemetery are flat-marker-only and which allow upright monuments; that depends on the garden or section your lot is in, so ask the office which rules apply to your lot.
  • Every marker and monument must be approved by the cemetery before delivery, must match the design and colour plan of its garden, and the Care and Maintenance Fund payment and installation fee must be paid first.
  • Flat (flush) markers are bronze, mounted on a granite base (required for markers sold after Feb 1, 1994) with a 2" (5 cm) border showing on all sides, and are installed by the cemetery only.
  • Flat marker on a single adult grave: 24" wide (60.96 cm) by 12"-30" deep (30.48-76.2 cm) on single depth graves, or 18"-30" deep (45.72-76.2 cm) on double depth graves. Sizes exclude the base.
  • Companion flat marker on a two-grave lot: 36"-60" wide (91.44-152.4 cm) by 13"-20" deep (33.02-50.8 cm). In designated Garden Court areas: single grave 24" x 30" only, two-grave companion 44"-60" wide by 14"-20" deep.
  • A larger flat marker, up to 32" x 72" (81.28 x 182.88 cm), may go on a single depth grave only after the standard size interment.
  • A second flat marker is allowed only after all allowable interments are done: 24" wide x 12"-18" deep on a single grave, or 24"-44" wide x 12"-14" deep on a two-grave lot. Two bronze markers can share one granite base on designated adult graves.
  • Children's graves: marker 10 1/4"-24" wide by 9"-14" deep (26.03-60.96 x 22.86-35.56 cm); irregular shapes allowed on a square-cornered base with a 2"-4" border.
  • Cremation graves: one marker only. 36" x 48" cremation spaces take a 16" x 24" bronze marker; smaller designated spaces take a 22" x 10" marker; 18" x 12" spaces and common ground have no ground marker (bronze scrolls on a memorial wall or cairn instead, where available).
  • A marker for more than two scrolls/names on an adult grave is 24" x 18" (60.96 x 45.72 cm); plan future scrolls before the marker is made. Garden wall plaques are 24" x 18".
  • Mausoleum crypt-front bronze markers: 24" x 14" (single/tandem) or 44" x 14" (couch/double). Bronze frame markers: 28" x 16" or 40" x 16" frames. Up to two vases and two photo cases per crypt. Columbarium niche markers must match the building's design.
  • Photos on flat bronze markers must be cast in bronze; porcelain or resin photos are not accepted on flush markers.
  • Upright monuments must be granite, with a tablet (die) on a matching-colour granite base: base at least 8" high, polished top, rock-pitch sides, and a 2" border around the tablet. Only one monument per lot.
  • Upright tablet/base widths depend on lot width: 36" lot - tablet 24"-28", base 30"-32"; 40" lot - tablet 24"-32", base 30"-36"; 48" lot - tablet 24"-40", base 30"-44". Minimum tablet height 18".
  • Double lots: 72" lot - tablet 30"-64", base 36"-68"; 80" lot - tablet 30"-72", base 36"-76"; 96" lot - tablet 30"-88", base 36"-92". Minimum tablet height 24". Lots wider than 96" need cemetery approval. Tolerance is 1/2" over or under.
  • Tablets must be at least 8" thick; tablets over 60" up to 84" overall height must be at least 10" thick, increasing 2" for each 24" over 74". Side wings must be at least 8" wide and 6" thick.
  • Free-standing crosses and pillow-type monuments are not permitted; cross-shaped tablets must meet all tablet sizes. No uncovered vertical joints.
  • Tablets must be pinned to the base with stainless steel dowels at least 1/2" thick and 6" long; the monument must withstand a 100 lb sideways force.
  • The cemetery builds all monument foundations at the lot holder's expense: at least 48" deep, set on the back lot line, cured at least 48 hours. Wrong dimensions on the application mean the foundation is removed and rebuilt at your cost.
  • Monuments under 88" wide are installed by the cemetery. Oversized monuments (over 88") need written approval of plans and are set by the dealer on the cemetery's foundation, with $3 million liability insurance and WSIB coverage.
  • Deliveries are accepted Monday to Friday (markers Monday to Thursday) after approval; installation is within 30 days if weather and ground permit, and items are not stored longer than 30 days.
  • Inscriptions may be carved or be bronze plaques/letters; logos or company symbols are not allowed. Emblems and photos may not stick out more than 2" from the tablet. Candle holders and lanterns need cemetery approval.
  • Flower vases on ground markers must be the kind that inverts into the ground; on monument lots flowers must be in an approved vase. No fences, curbs or enclosures around lots, and benches or trees can't be placed on registered lots.
  • Always confirm with the cemetery office before ordering.
