Double lot (monument over 42 in overall)Upright monument (headstone / die)-at least 10 in-Applies when the monument exceeds 106.68 cm (42 in) overall height. Bylaw prints "45.40 cm (10 inches)"; 45.4 cm is really 17.9 in, so the metric and imperial disagree. The 10 in figure is used here.

Monument rules in plain English

  • These by-laws cover every cemetery owned and operated by the City of Kawartha Lakes. The document does not list the individual cemeteries by name.
  • No monument or marker may be placed, moved, altered or removed without the Cemetery Operator's permission, and all fees must be paid in full first.
  • Design proofs (dimensions, material, construction details and location) must be approved before a monument is erected. Foundation requests and proofs must arrive by October 15 to be done that calendar year.
  • Only one monument is allowed per lot, centred at the head of the lot.
  • Single lot: one monument, one foot marker and four corner posts. The monument may be up to 24 in high and 30 in wide, not counting the base, with a die at least 8 in thick. Exceptions may apply depending on lot width.
  • Double lot: one monument, two foot markers and four corner posts. The monument may be up to 4 ft (48 in) high and 5 ft (60 in) wide, not counting the base. The die must be at least 8 in thick, or 10 in if the monument is over 42 in tall overall.
  • The by-law's metric figures for die thickness don't match the inches (it prints "30.50 cm (8 inches)" and "45.40 cm (10 inches)"). Check the required thickness with the office.
  • The die must sit on a rough-cut granite base at least 8 in (20.3 cm) high, with at least 3 in of base showing on every side. No base may come within 3 in of the lot sidelines.
  • Pillow and bevel markers are allowed. They count as monuments, follow the single and double lot width limits, must be at least 4 in thick and need a foundation.
  • Flat markers: one per lot, set flush at the foot of the lot, up to 18 x 26 in and at least 4 in thick. A flat marker may go at the head instead of a monument, with approval.
  • Cremation lots: one flush flat marker up to 18 x 26 in, possibly smaller to suit the lot size.
  • All monuments and markers must be bronze, granite or marble.
  • All monument and marker foundations are built by or for the cemetery at the rights holder's expense. A monument can't be delivered until the foundation is finished and the cemetery has notified the family or retailer.
  • No inscriptions or images on the back of a monument except the family name.
  • Corner posts (set flush) may mark lot boundaries; borders, curbs, coping, fences and similar edging are not allowed.
  • Flowerbeds are allowed only in front of a monument, no wider than the monument and no more than 15 in (38.1 cm) deep. Saddle arrangements on monuments are allowed.
  • Columbarium niche markers are supplied and installed only by the cemetery; nothing may be attached to a niche unless the plaque is designed for it.
  • Contractors and monument dealers need written pre-approval, WSIB coverage and at least $2,000,000 liability insurance naming the City, and may work only during regular business hours.
  • Always confirm with the cemetery office before ordering.
